Yes, the iPhone home button can be replaced. You can visit a professional mobile phone repair shop, Apple Store, or Apple Authorized Service Provider to get your iPhone home button replaced.
The straight answer is NO. The Touch ID is digitally paired with the secure enclave inside the processor, along with the fingerprint data. The only option to fix the Touch ID is to visit the Apple Store or Apple Authorized Service Provider for a complete replacement. Once the home button is damaged, it cannot be restored to its original condition due to the security on it.
